It has not been verified as being the correct source but seems almost certain with the cast including Eccleston (who is seen in the screenshots with a general appearance matching a picture known to come from the short) along with Adie Allen as his girlfriend; this together with a contributor's recollection of the general theme of the "unknown" film tying in with this short film's synopsis; and that it was known to be set in Germany and from 1992 - all strongly indicate that this film short is the source. ¯
